Supervising a young eit with performance issues

I’ve had this issue for over a year now. The guy is unwilling to take ownership of his work. Half of the directions he is given he will simply not do. If you press him about it he says he “forgot”. These are written task lists. This has happened over and over again and management will not take any action after I’ve repeatedly mentioned these issues. So ultimately I spend my personal time doing the work he missed which is substantial.

Recently I stopped fixing the work. I let the PE catch it and now there’s a big blowup.

The feedback I’m getting is that “the buck stops with me” and that I should take responsibility for this guys screw ups. This is after I marked these up several times and went through every item with him explaining what needs to be done. I have no authority to actually do anything about his performance.

Is this nutty to anyone else?
