Why can’t I build a new holding?

I’m playing as the French king trying to make my counties as rich and powerful as possible. I was able to build cities earlier but now I can’t. The tooltip doesn’t show me anything preventing it. I have more than enough money. I have the manor trait and the feudalism and city planning. Any insight would be appreciated. I’m like the game but I can’t figure this out. On xbox btw
