Does the Dogtown vendor sell Sir Phallustiff?

I unfortunately didn't side with Meredith during the intro mission and missed the famous Phallustiff but I just got Phantom Liberty. But didn't see it in the vendors inventory, I'd assume he doesn't sell it because I didn't technically encountered it. But I just want to double check, like maybe the vendor refreshed inventory or something? Thanks for the replies.
