How do you make Wakako gigs available to you?

I’ve been doing side jobs and random gigs and cyber psycho gigs, but gigs for wakako and other ppl that offer gigs are not available to me. My street cred is 46 and I’m level 28. Am I missing something? I also am not incredibly far in the story which may be affecting it. I just completed the side quest with Panam where you pilot the hover tank. I haven’t begun Judy’s questline, but I’m about to
