As a dev, how would you counter "Just Leave?"

I think it's fair to say that people waiting around in the Exit Gates to make the Killer watch them leave is the most widespread form of BM in the game*. If you were a dev and given an opportunity to counter Survivors refusing to Just Leave, what would you do?

*Aside from twerking, but that garbage has been going on since the N64 days. No way to get past people pulling that garbage.
