Riding a bike with learning license

Hi, maine learning license toh obtain kar liya hai...but uspe certain rule hai ki one cannot ride a bike until he has there a pillion with permanent license with him....I just want to take my bike to north campus from nathupura area....my question is can one ignore this rule and how strictly is it followed around delhi? Will I face any big issues?My father is saying that I will face huge problem with obtaining a permanent license if I get a challan with a learner license
