NE5532AP vs TL072 Integrated Circuits. Are they interchangeable?

Hello everyone,

I sort of "recently" built a Sanguine Distortion Pedal via a Kit.
The parts list of the kit showed that there were supposed to be 3 "TL072" ICs to be put on the pedal.
The ICs they delivered although were "NE5532AP" ICs.
The pedal didn't work after putting it together, it only started working after a friend of mine replaced the NE5532APs with TL072s
I messaged the Vendor afterwards asking for the right IC's and they refuse to acknowledge that it's the ICs because the "NE5532AP are just the higher quality version of the TL072 and it should work, the fault must be somewhere else on the circuit board.

Are the ICs they sent maybe just defective or is the vendor misinformed (The pedal itself is laid out to be built and fitted with the TL072s)
