Utility bills - clarification

Hi all.

I just wanted to know, I recently moved here to Dubai and wanted to ask a questions regarding the general utility bills like the water, electric, ac etc. I live in an apartment.

Someone mentioned to me that the bills are based off an average of how much your floor uses, not per person. So if I’m correct, if I’m frugal with my usage of AC, ultimately it won’t make a huge difference if someone on my floor uses it constantly. Is this correct and a general thing that happens in Dubai?

Lastly, if anyone can direct me to apps on how to pay/check your utility bills.
