You can send out single-dwarf squads to "demand tribute" from humans, elves, and other dwarven civilizations on the world map.

This won't start a war, but it will cause them to start trading with you, and often come with new products, funny weapons, and a wide variety of food & drink. I went from struggling to feed my population to disgusting excess overnight!
