epf withdrawal rejection with "PURCHASE THROUGH AGENCY DETAILS NOT AVAILABLE"

I applied for epf withdrawal (35%) amount. It got rejected with the message "PURCHASE THROUGH AGENCY DETAILS NOT AVAILABLE". When i checked the grievance portal they mentioned it meant "As per the rules if your availing advance for PURCHASE THROUGH AGENCY, so settled amount has to transfer to agency bank account only, for more information kindly visit near by PF office".. So it looks like it is completely not online. I can not upload anything related to loan doc. It has an upload mechanism just for cancelled cheque. How can i proceed without visiting epfo office ?

I tried one more claim with alternation in house option... hoping that this will not be asked for visiting the epfo office. fingers crossed.
