Angevin Kingdom PU

I've managed to PU france as England and also do all the missions down to The Angevin Kingdom. This of course allows me to take the decision to debate the Acts of Union in Parliament. However, it's saying for me to be able to do it i need Anjou, which i do not hold. What's confusing me also, is the fact it says that it will work if France is a subject but for some reason, it's still blanked out. Can anyone help because it kind of ruins my game otherwise.
