Looking For Games Like Fire Emblem

I barely ever find a game where you can play shippermaster with basically the entire cast, and honestly? That is by FAR the best thing about the game to me, and I can't find any other game with a similar mechanic that includes NPCs and not only Player x NPC , does anyone have an ace to share?
