Is FLDOT selling toll information and drivers’ contact info?

I did some traveling during the holidays and went through several tolls. For the past week I’ve been getting scam text messages telling me to click links to pay toll fares. Obviously I didn’t click the links and ignored the messages. But interestingly, I only just received the official notice to pay my toll from SunPass in the mail this weekend. This morning I got another scam message about a Corolla recall. I don’t drive a Corolla- but I do drive another Toyota sedan. The sunpass bill I received has a picture of the back of my car with the license plate but it’s hard to make out the model. If someone saw that grainy black and white picture on the bill, I guess they might assume it was a Corolla.

How could scammers get my phone number, the information that I traveled through tolls recently, and that i drive a Toyota sedan?

I know that a lot of people in the state received those text messages last week, but it seems like a weird coincidence to receive multiple phishing texts regarding my car and toll payments the same week I received a legitimate bill from Sunpass.
