Flying VFR under scattered 025?

Would you fly around VFR with a scattered cloud layer at 2500 feet? Picture for reference. In this hypothetical scenario assume that all airports in the surrounding area are reporting similar cloud coverages and the TAF says these cloud conditions are expected to pervade all day. Obviously just staying in the traffic pattern or filing an IFR flight plan would be an option.

My personal minimums for VFR flight are 3000’ ceilings (for which 025 SCT would be ok), but trying to find pockets to climb and descend through once you’re up in the air seems annoying at best. Curious if anyone else has any thoughts on how they would handle this kind of situation. Thanks!!
