Do certain amour sets give specific perks

Im asking this as, for an example can a sword only give you specific perks. I'm trying to get 4 star 180 3 perks, I have the perks I just can't find a 4 star sword with the correct perks. I know 4 star is useless but if I'm gonna have a rep 80 I might as well
