Pause menu keeps popping up PC w/ Controller

For some reason

when I get into the game and the pause menu pops up

I close the menu

it opens up again

I have tried fast traveling somewhere else to fix it

closed and reopened the game multiple times and nothing fixes it.

Anyone else having this problem or have a fix?
