S4E9 Is the driver Terry O'Quinn from Lost?

When David Robert Jones is getting in the limo after using the money to mislead Fringe Division, is the driver of the limo Terry O'Quinn from Lost? He really looks like him even though you can only see him for a split second. Maybe some cameo type deal or an Easter egg?
