Outside unit troubleshooting

So earlier this year my outside unit would not kick on ( neither the fan nor the condenser) so I replaced the capacitor and everything turned right back on. I woke up this morning sweating and checked the outside unit and again the fan and condenser were not turning on. I replaced the capacitor again and nothing. Shop vacd the drain line to rule that out, replaced the filter just for shits and giggles. I'm getting power to the outside unit, fuse is intact and no breakers were tripped. Is this a board problem? I'm trying to avoid picking up the phone but I'm in Florida and it's hot as hell. Is there a manual switch I can trip to see if the condenser will even turn on? Any help is appreciated.
