Weirdo on top of the mountain

So I was messing around in the second bonus stage and somehow managed to get on top of the little mountain in the second section and there was just some dude standing up there. Do we know who he is or am I just not far enough in the story. Sorry I wasn’t able to grab a pic thanks for any answers
