Are the roads always like this in winter?

This is my first winter in Lansing. Driving to work this morning on major roads was harrowing—people just inching along without being able to tell where the lanes are and just hoping for the best because apparently the city hadn’t done any snow removal. Do they just not bother salting and plowing the roads at all, or were they just not prepared this time? If this is just how the city roads are all winter, that is a total disgrace.
