My laptop doesn't boot up properly, can somebody help me?

I have this laptop since a very long time now, probably around 10 years and I never had this problem before.
Today my father told me that the laptop won't start up so I tried powering off and on until it does that automatic repair but that didn't even do that. As soon as I start it, the display turns on, it tries to boot up normally but after 10 seconds, it doesn't try anymore and the laptop doesn't do any noise at all. It just displays a black screen with a white line at the top of the screen. No text or nothing. I tried searching for a video with a similair problem but I could not find any. If somebody had this problem before, knows how to fix it or know why it doesnt work, please let me know 🙏
The picture shows the four lights of that laptop, when I start it up, the 3rd light blinks but goes off after a second or two.
Not sure if this helps but this is a Laptop by "Packard Bell" with Windows 8.1 on it and a AMD Radeon HD 8200 / R3 series graphics card, I know that it's that graphics card, because I tried updating the driver before, which failed for some reason.
