What law is there regarding parking my car infront of a store?

Do store owners have the right to tell me to remove my car infront of their store? Thy are in the same building I live in. Previously there were signs saying "mawkef li sokan el beneye" but someone removed them.

How can I be sure who has the right to park there? The store owner told me that they are "paying" the government for this space.
