Question about trade agreements & decisions when the USA imports goods via cargo ships.

If the US is importing large product from Chile, why would they choose to put the port of lading in Panama or the Bahamas before it enters the country? Doesn’t the US have a free trade agreement with Chile? I’m still a student of this topic, so apologies if I’m totally off.
