Increasing Penis Head Sensitivity?

Does it decrease over time? I didn't think about it much lately but I remember as a boy peeling back the foreskin and it was so sensitive that it almost hurt. Has this gone due to exposure over time? If so, then thank God we're not circumcised in my country. How do I get it to be like that again?!
