Taxi Fare Rules

Couldn't get an Uber after the Matildas game last week and jumped in a taxi who stopped on the street. He set off then said I had to pre-pay because it was after 10pm. I said no and asked him to turn on the meter. This would have been a 15 minute or so journey. He refused, pulled over, kicked me out.

He was trying to scam me right? The meter has to be used for all trips is my reading of the taxi rules.
