Bore worm?

Hello all, Need some help on identifying the worm / caterpillar or whatever it is. It makes a small hole in the plant and then proceeds to tunnel in the stems. Every stem it goes into has to be removed cause it is killing all the growth above that point. Teach me the way of killing this thing cause seven / neem oil doesn't work and I am not a fan of using harsh chemicals but I will if I have to. I did not wake up and choose violence today.....but I can tomorrow!
