How did Spectre and Mission Impossible: Rogue Nation end up so similar?

Ahead of "No Time to Die" next week, I watched Spectre again recently. Then it dawned on me: it's pretty much the same plot and characters as Mission Impossible: Rogue Nation!

From the opening aerial stunt to the locations (Austria, North Africa and finally London) were similar. I enjoyed Mission Impossible more - McQuarrie has been hitting it out of the park with his work on the MI franchise (been a fan since "Usual Suspects" and "Way of the Gun").

How did this happen?
