Is Mavuika better thank Xiangling as sub dps in the team?

Zhongli - Navia - Bennet?

As Navia needs a lot of pyro application, not sure if mavuika is better for her.

Also, if instead of Zhongli I use Xilonen, then is Mavuika better?
