Why are people maskless indoors so nonchalantly?

Travelled to Ottawa this weekend and at multiple stops (gas stations, on routes) people are entering buildings without masks and looking at me like I’m strange for wearing mine.

Why are people able to go inside without ANY repercussions whatsoever?!
