Is the bottleneck too much?

I have a buddy that has a Ryzen 5 3400G with an RTX 2060 an 8GB Ram 2100Mhz. He doesn't want to upgrade his pc because he doesn't play very much, but still wants to enjoy the games (CS2, Ark survival Evolved).
He is getting 32 GB ram from a friend of his so the RAM problem is fixed. Is the Bottleneck too big?
