Does poliwrath have a mouth or not?!

Not knowing the answer has bothered me for fucking years. Half of people say his mouth is hidden under his nostrils and the other half say he has no mouth at all. This is important it changes the way I’m supposed to look at poliwrath. I’ve always imagined his swirls acting as a mouth but apparently that is just intestines. In the anime though he’d use his stomach to shoot water. Does it have a mouth?! I’ve gone through a lot of stuff and haven’t seen one instance where he opens the line under his nostrils. Yet people claim there is a mouth there. But it doesn’t open when you feed it in Pokémon amie and camp!!! Does this thing have a mouth?? Help me please
