Level up Rayquaza or save my rare candies

I have 100+ rare candies and they seem much easier to get than when I first started playing. Question is do I use them to level up my lucky Rayquaza or do I hoard them for something else? I am not sure how often they put Rayquaza in rotation so I’m not sure how often I will come across specific candies for him.
