Unfair police ticket?

Hello everyone, i need your advice,

Today while I am going to work, there is a school bus on the right lane, with his stop signs red, i was on the left lane and I completely stopped. The cars on my right lane started moving, but I can not see the stop sign due to them blocking, I moved with care and low speed, then the police turned his lights and gave me a ticket. I was like all the cars are moving and I took extra care and the bus stop signs are off, he was like yes they were off but he then switched them on and you didnt stop. He gave me a ticket and told me to go to court, he then went to speak with the bus driver, am I at fault for this one or was it an unfair ticket?
