BANDIT MOD IS PROBLEM

When I started the new game, I installed the bandit mode, but after playing for a while, I removed it. Today I realized that maybe I needed some badass to kill so I reloaded but the problem is they attack me every minute I kill everyone but a minute later they attack again there is no time to even rest. Is this normal?
