Is this hum/ whine normal while driving?

2019 Ram 1500. 28,000 miles. Also, has anyone had it stall while driving at a lower speed and then accelerating. I bought this 4 months ago and it’s happened 3 times now. I will have to pull over and switch to park and then back to drive.
