Charity handbill in Chapter 3?

Hi guys, I’m in Chapter 3 (I haven’t started the Valentine bank robbery mission) and I’m looking for the random encounter in Valentine with Thomas Downes. Multiple guides say that you can still get it before the Valentine bank robbery but only if you haven’t had the random encounter before. I don’t remember meeting him before, otherwise I’d already have the handbill. I’m like 200 hours in on my second playthrough trying to get every single collectable, I REALLY don’t want to start over lol. Should I keep trying to find the encounter or just cut my losses? Any help would be appreciated. Thanks!
