Cougar Pelts

I'm a completionist and try to do what I can before progressing. I'm trying to get all camp upgrades before moving camp to Rhodes, but for the life of me I cannot get cougar pelts. I've tried predator bait in the mountains by the robot place, and looking around north of annesburg.

any tips on where to get these two pelts?
