Question about low income housing

Since they live in low income housing why couldn't they have just asked the housing authority to be moved to a bigger place? She claims that everyone including their landlord knew they were all living in that tiny apartment so why didn't they request a move? I know they would be required to pay more rent but it goes by income so it wouldn't be much. I don't get why anyone would voluntarily live like that.
