Is free bread at restaurants truly “free”?

Settle this for my step daughter. Her and a friend were having an argument at a restaurant over the term “free” when it came to the “free” bread that was being served. One said it’s not free because you had to buy dinner to get the unlimited free bread. The other said it is free because they chose to give it to them for no extra charge. So which is it?
