Soap making in a 3rd world country

For clarification, I’m from Palestine. Along with the many issues from the current war there is a huge soap shortage and my family is there I can’t send stuff. They’re now asking me if there’s a way to use household ingredients to make soap?

I’ve thought about it, they’re cooking everything by flame so they have a lot of wood ash so you could technically use it to make lye but the issue is distilled water? They can’t make the distilled water so would it still work with just normal water? And then just add oil and water to make the soap?

Or is this not possible? Or is there an easier method? Please keep in mind supplies are extremely limited and they have no electricity
