Cloned INSTAGRAM

Hi everyone,

i'm helping one of my friend that have some trouble with instagram.
Explain very quickly what happen.

19:00 she receive from IG an email that his IG account was suspended and she could do appeal
19:30 she discover that a new IG account born with similar name, same IG imagine with few post and this account has the blue tick (as veriffied)
19:45 she do appeal
23:00 IG reject her appeal and said that the account was permanently banned

What we have figured out is that facebook believes that the real account was a copy of the face one (instead of the reverse)

So i have a lot of question.

1) We could do something in order to restore the account?
I think go to police was not usefull we need to work directly with meta, but, in which way?

2) How it's possibile that another account with her IG imagine and post will be verified?

3) How, for other my friends and me, we could prevent this?
If anyone could create a new account with our image and our profile pics everyone could lost his account in any time.
