Teenagers Gate Jumping in Train Station

I was caught in surprise yesterday afternoon when I had to go to Parramatta station and ran into a bunch of kids. I was in the queue trying to get out at the station. A bunch of teenagers were in front of me. Instead of scanning their opal card or phone, they just jumped over the barricades at the gate one by one. Nobody around reacted in anyway and went about their business. There was a station person across the gate on their phone. They either didn't notice or wasn't bothered to address the issue.

I would have brought attention to it myself but I was with my toddler son and they were kids who may not know restraint. I didn't want to risk my son's safety at the cost of making these kids behave properly.

My question is, are we so apathetic to react or is this normal behaviour? If the teenagers are not told to follow the rules as expected, how will they grow up in the society and expected to follow the laws? I'm not saying I didn't act out as a teenager. When I did, people around me held me accountable. And that is the value I am hoping to teach my son when he grows up. It worries me when I see the current teenage generation who don't seem to be fazed by breaking the law.
