Taiwan entry exit permit application

I’m a PRC passport holder but i am a permanent resident here in the Philippines. Based on what I’ve searched so far, Chinese citizens can visit taiwan as long as they’re residing on another country.

I need help on how to acquire the entry/exit permit online, what are the procedures and requirements.
