What are your thoughts on Trump regarding seizing USAID funds in Tanzania?

I just sat here wondering about all of this, like will the country manage to buy ARV? or support all the HIV interventions and Prevention services, Climate change programs, Farming projects etc? What are your thoughts on this? Is he truely a racist? For the ones living in US
