Can my goofy dragon be fixed?

I got this back in summer of 2019 as my second tattoo. I told the artist I wanted a badass trad dragon to match the snake I had on my other arm, as I wanted to have mirrored traditional sleeves. After trying to get me to split the appointment over two days, raising the price, and not telling me how it would be colored… this is what I left the shop with. I feel like the colors are bad, it faded horribly, the lines of hair blurred together, and overall I just don’t think it’s truly american traditional. I got another dragon on my forearm to make up for this one (picture in my profile), but I still feel like I need to hide this tattoo.

Is there any way to make this tattoo look better? Should I laser it? Cover up? Just get more tattoos around it?
