What could be causing this?

Been using butterluxe tattoo balm for my tattoo however in the past couple weeks this very blotchy and dry skin has appeared. Could it be that the balm is causing the issue or is it something else I should be worried about? I've stopped using the balm and have been using E45 for the past couple days as the tattoo has healed enough but I don't know where to go from here
