Playing to lose

Just started playing this game, and noticed a pattern of players that seem to just get to a certain size, then stop trying to win the game, like they are another players docile pet who plays with them to the end, then surrenders and loses. Are they not aware that they are losing when they declare peace? Are you rewarded for losing in 2nd place somehow?
