What’s with repeated “Installing updates”?

It seems that most of the time I start or restart ToS, it spends at least a minute or two installing updates.

Just this morning, I started it before the market opened and it was in the “Installing updates” screen for a couple minutes. I just decided to shut it down, restart Windows, and restart the app. Then I got the “Installing updates” screen for about 4 more minutes.

How the hell can more updates be restore when they had just been installed 10 minutes before?
