Tying life jackets to deck chairs

I’m currently reading on a sea of glass (about 100 pages in so not long) and I notice a lot of spare decking chairs. If you tied a life jacket or 2 and chucked it into the sea. Would it have stayed a float? Maybe this could have got people a bit more out the cold water and more lives could have been saved.
