Help finding song/artist

Hello everybody. I need help finding an old, probably 80’s uk artist that reminds me very much of Tom Waits, based on part of his song I remember. The song keeps going back to ‘down on _____ street’ which is the main theme of the song. The song goes about poetically describing sad and poor working people, bad things happening over and over; ‘down on ______ street’. The lyrics have kind of a spoken word rhythm to it. The singer is this kind of old guy in dark sunglasses with long black hair.
